It really depends on how I'm dressed and how long I'd have to be outside. I've lived in Fairbanks, actually, and visited Louisiana in the summer. I really don't like the cold, but the humidity in the South is like breathing through a wet washcloth. If I was dressed warmly enough and it was during the day for a couple of hours or less, I'd go with Fairbanks (average max 1°F, average min -17°F for January), otherwise Mississippi (average max 91°F, average min 74°F for Gulfport in July).
