He was an actor in the eighties and nineties.

But what made him well-known enough to become a cultural stock figure the way OP is talking about? I'm looking over his filmography from the 80s and 90s, and obviously he was in Press Gang but other than that I'm seeing an awful lot of bit parts, ensemble roles and things I've never heard of.

In addition to acting, he's now a pretty successful director and producer. He directed Eddie the Eagle and Rocketman.
