Batman Caped Crusader made Bullock an outright corrupt cop, and I hate that. He's always been a bit dirty and a bit bellicose, and he certainly disliked Batman, but Bullock has always been one of the good cops of Gotham. There are plenty of other dirtier cops the show could have used. I'm sure they only did it for name recognition.
