I didn't really like Mandy as written, even though I like Moira Kelly. Part of it was her dynamic with Josh, but honestly, a lot of the other characters didn't seem to like her very much. And it seemed like Sorkin couldn't quite figure out how to utilize her character, in both personal and professional situations. But the show should not have just disappeared her after the shooting, it was weird. As for Josh/Donna, I kind of liked them as friends with an undercurrent, but I didn't ever want that frisson to come to any sort of fruition.

She didn't really have a job - she was 'comms' but CJ kind of negates the need for another person to say 'hey this looks bad'. She wasn't senior enough to justify having much time with the president, and the show was so focussed on him. And narratively she was there to be a foil for Josh - but was never a particularly distinctive point of view.
Her narrative function got reskinned into ‎Amy Gardner, who, having an actual job, was a bit more effective/ interesting.
