Okay but it's not actually hopeful if there's not the bleak stuff first. Otherwise that's not hope, because there's nothing to MAKE them hopeful of a better world.

Yes, exactly. If everything is 100% fine and hunky-dory for the entire story, it's not hopeful because things are already okay. Hopeful is the hope that things are going to be better! Which, as you said, necessitates things being not-so-great in the first place.
