It’s hard to explain it quickly, but I think it handles the antagonists better. Which sounds strange, because the antagonists are the only thing anyone remembers about The Rock, but the game’s antagonists have a clearer backstory and a more detailed explanation for why they’re doing this. It’s made clear how thoroughly the U.S. government screwed them over, and why they think this is their only option. Plus, since most of them died, they had to pad their ranks by hiring random mercenaries, so there’s an excuse for why some antagonists are more ruthless and amoral than others.
