If you tell people you're going to charge extra because 'omg ur design is ugly' they're probably not going to /pay you at all/.
let's put it in a real life scenario, shall we?

say you work at a coffee shop. someone comes in and orders a nasty ass flavor that you just don't like making.
so you say 'well, since you ordered that flavor, and because i don't like it, i'm going to charge you extra!'
you know what they're going to do?
think you're a prick and leave to find a different coffee shop.

now if you COULD NOT draw the design, then that makes sense. or if it was a very complex design/concept, even. same with things that make you uncomfortable or go against your morals (homosexual art, porn, ect). but with something as so vague as 'ugly designs', you'll have a huge drop in business.

blah blah tl;dr if you do, it'll be your loss. so have fun with that.

I think that's why it's a secret. I don't think the OP would actually do that, but as an artist myself I admit it's difficult to really get in the mood to draw a character that is just outrageously ugly (I mean in the sense of "sparkledogs" and that ilk)

making coffee =/= drawing. Coffee is coffee. the customer is not going to sit you down and order you to drink it. Art takes time and effort, and most artists don't really want to spend several hours staring at a crappily designed radioactive cutter wolfdoragon. it's not like anyone is going to go broke just from turning off one or two commissioners.

Lots of artists charge extra for things they have difficulty drawing, or things that they aren't entirely comfortable drawing.
if someone charged extra for a pornographic commission nobody would care and the people who really wanted it would pay it.

i'm aware of that. it was a metaphor. okay, let's put it in terms of art!
you work as a graphic designer. person gives you something to put on something idk. you don't like how the whatever looks. you can't just charge them more because you don't like how it /looks/. it's not really about what /you/ like in the first place. it's about pleasing your customer. while free-range (for lack of a better term) commission is a bit different, it seems a bit dumb to take commissions when you limit yourself to only designs you, yourself, like. not only that, the term 'ugly design' is so vague no one is going to /want/ to order because oh god their design may be ugly! you'd have to go over every thing you think makes an ugly design and explain to people why you think their design is ugly while, in it's place, you could have just drawn the stupid character with a grain of salt. the commissioner's happy, you have money. simple.

pornography != dumb design. one can makes you feel uncomfortable or go against your moral code, one is simply personal taste. and, well, if dumb designs really do make you uncomfortable then sorry to you, bros and brosephs.
and i don't think dumb designs exactly equal artistically challenging either. while it could be, it doesn't always mean it is. if the damned dog have three mecha arms and flaming-slash-rainbow hair with realistic fur, then maybe it would make sense to charge more for the effort given. but that doesn't mean all designs you don't happen to like are crazy difficult. so idk. i guess there is a bit of argument on that.

but whatever. it's no skin off my nose. the way i see it, if you do dumb, nitpicky stuff like that you only lose business to people who are more lenient.

Yeah I'm in graphic design myself and unfortunately there's only so much you can do sometimes. I've had situations where I've offered the best advice I can muster but they take my raw files and uggy them up anyways. The customer wants what they want, and there's not much you can do about it sometimes.

My advice: don't do it. That idea is funny at first glance, but by doing so you're not just coming off as a huge jerk: you are being a huge jerk. By charging extra on requests involving "bad" (which is only your opinion) character design, you are insulting your customers, which is something you should never do. Maybe if it was extremely difficult to draw, but if you personally dislike it? Bad idea.

Simple answer: do it, but DON'T call it like that. Just file it under "Miscellaneous expenses" or something similar. In fact (not divulging names of course), I know a few artists who do that already. Hey, what the client doesn't know won't hurt anyone, and by the end of the day at least you'll have a fatter wallet and the satisfaction of getting proper compensation for your efforts.
