I think they're talking about how random clips from old cartoons or movies will sometimes go viral on TikTok, whether that's just people sharing them or people filming themselves lipsyncing to the audio if it's something with dialogue; Snoopy, for example, is apparently HUGE with Gen-Zers because of TikTok users that just post clips of Snoopy from the old Peanuts specials.

So THAT’S why there is suddenly so much Snoopy merch for adults! There have always been some (usually terrible) knockoffs but rarely any high quality, licensed stuff. Now it’s everywhere!
