Huh... I never thought Tate was a girl, but I think that's mostly because I used the guide, and they made it pretty clear that the two were twin brother and sister; the art in the guide made him look more boyish (http://archives.bulbagarden.net/media/upload/3/3c/ArtTateLiza.png), too.
