The base is a foundation. If someone already altered, colored or used textures on the icon, than it's no longer a base.

Agreed! Any icon that is more than a re-sized pic, even without text, is NOT a base.

Because textless icons spring into existence with no prior effort on the part of the icon maker, and the most time-consuming part of icon making is, in fact, putting the words on them. Right?

I roll my eyes at textless icons that are just sized down, cropped, increased saturation, and are marked as "not bases". . .but I have seen some textless icons that actually have editing and work done on them. Also. I can't help but wonder why you didn't take some textless icon from some popular icon maker to slap that text on for this.
