Really?
I don't think I have it in my fandoms enough

I think it's especially common in fandoms where the villain fits a type - skinny and haughty - and the hero looks more normal in comparison. Or ones where the villain reads as gay, even if they don't look like a bishounen. I also see more of this in fandoms attached to canons where the villain did something people think is really horrible, but they want him punished and making amends in an emotionally satisfying way as opposed to killed.

It's not a genre I read very often, but to illustrate these three types, there were a ton of stories where Thor made Loki stop acting out essentially by dominating and raping him repeatedly. And some where James Bond did the same thing to Silva, so he'd stop being a terrorist (and given how twisted and kinky Silva is in canon, this tends to seem more like dub-con). And a long and pretty fun Frozen fill on Disney Kink where someone wanted the guy who almost killed the younger sister he pretended to be in love with to be long-term femme-dommed by the older sister as punishment. That one was occasionally funny, but mostly played straight.

Anyway, I hope that gives you more of an idea.

da I am not familiar with the trope either but Loki was immediately an example of a character I thought it would be popular with!
