Irresponsible dog owners who let their dogs run freely off the leash in public areas that aren't designated off the leash areas. They're always idiots who think they're being great pet parents and that everyone must love dogs because they love dogs, so as long as their dog (probably) won't bite, it must be okay to let them dash around with zero recall.

I'm more bothered by the ones who bring barely-disciplined dogs into stores or other such places. The only ones worse are the ones who get fake assistance animal insignia for them.

That bothers me too, but the off the leash dog thing is dangerous for me and my dog, who's reactive. Most of the dogs whose owners do this are not well trained - they do not have good recall, and their owners just yell "he's friiiiiendly!" like that makes it okay. My dog has been attacked by two "friendly" dogs who are "total sweethearts" just for walking down the road on a leash with me. I've been knocked over by these friendly sweethearts and ended up bruised and scratched and grateful not to have been hurt worse. Nowadays, I carry a heavy baton with me, and any dog that doesn't back off is going to get whacked. I absolutely do NOT want to do this, but stupid pet owners brought this on themselves.

I know someone who got thrown from a horse because a "just friendly" dog ran up and spooked it while trying to play/herd it. I still think she should have fucking sued. I would have.

It is not hard to train most dog breeds, most dogs want to be trained and know tasks. Them running around undirected is actually pretty stressful to a lot of dogs. They need to have clear pack behaviours to guide them to feel happy. They want that. Running around being "friendly" is them trying to figure out what they should be doing in absence of direction of their owners.

Just a lot of owners don't want to put in the work, or they are the fluffy bunny types who think training is "cruel" somehow. Ya gotta be a little cruel to be kind, sometimes. Same with children, in many ways.

Of course some dogs are nigh untrainable. Livestock guardian breeds, some ratting terrier breeds, and huskies will all just do as they damn please no matter what.

Honestly, these days if I see someone with a "service dog" in a store, I just automatically assume it's a fake unless the person is obviously blind or something similar because nine times out of ten I'm right.

Oh god, same. Like, sure, maybe your dog is well-behaved? That doesn't make them well-behaved around everyone, and it doesn't mean every other dog will get along with yours. Not to mention the history of any human who's had less than ideal experiences with dogs... or your dog's breed in particular.

Exactly. And honestly? If your well-behaved dog runs up to a reactive dog, it doesn't matter if your dog is a sweetie who just wants to make friends, doing so will start a fight and your dog might get hurt. A lot of pet owners don't realize this. My dog does not like people outside the family, and he doesn't like other dogs. He's fine so long as people and dogs keep their distance, and I end up being on alert all the time to make sure we have a nice, big space bubble around us. But that doesn't work if some idiot lets their dog run up to my dog, it won't end well.

My dog is always leashed in the city unless we’re at a dog park, and even then, he’s been trained for a fast recall. If we call him, he breaks off and returns to us EVERY TIME.

When we’re hiking, he’s not leashed on the trail, but again, he recalls well.

People who don’t train their dog to quickly recall are dangerous dog owners, and believe me, I’m not shy about telling them so. It’s for exactly the reasons laid out in this thread. If you can’t use voice commands to control your dog, they should be leashed at all times.
