Seasons 2&3 are my favorites but I honestly think season 4 gets shit on more than it deserves. There was a lot of great stuff that season including Spike getting the chip which ultimately led to him getting his soul back, the Halloween party was great, Buffy grew in new ways, the premise with her original college roommate was funny and interesting, and it was interesting watching Giles go through his own growing pains. And the actual premise of the season’s arc was pretty solid, just could have been executed better.

You want a weak season, it's 6. Season 4 has Hush, arguably one of the best episodes of the series, and yes Fear Itself, Beer Bad, and enough other good episodes to balance out the meh threat of Adam.

I disagree with OP, the wonder of the alternative hellverse was in its very limited use. If it had become a full season it would have been as bad as entire seasons of Angel that also took place in other dimensions. Look at DS9: you can't lean on a mirrorverse to prop up a hole in the season where you got nothing else.
