NF!2: It's a term that's existed since at least the mid-80s. I'm a white European and I've never encountered it outside text mediums (blogs and dead tree books both) so I've never used it outside those text mediums, but in political talk online it's both widespread and used mostly as a term of self-identity. It's not something you see people randomly using to describe other people - it's a way some people choose to identify.

I'm not certain whether 'People of Color' or 'Women of Color' was used first, but afaik 'WoC' took off because women who weren't white felt excluded from both white-dominated feminist groups and male-dominated anti-racist groups, so they started a movement of their own that was more about marginalised people 'opting in' than about old-school identity politics.

So, yeah, even if it never comes up in your IRL, it's a term with an established history and discourse. If you try reading activist blogs you'll see it a lot, especially from writers who're part of racial minorities themselves.
