There’s a difference between telling Star Trek fans this episode is about a real-life political issue, and telling Lord of the Rings fans this politician you don’t like is totally Sauron.

Yes. both because politicians are real and villains are fictional and because 99% of the time the politician they refer to isn't actually remotely like Sauron (or other villain mentioned) other than being evil. Fictional villains are actually smart. Real life ones usually aren't.
