They absolutely needed to start over. Disney's problem was telling us that there was no subsidiary canon anymore (like movies>tv>books>comics) and then almost immediately going back on that.

The bigger problem was that they started over without having any cohesive plan for what they wanted to do. In effect they cleaned up one mess and then just made a new one.
