Yes.

There are many people in fandom who view it as a population contest and they want to be the ones 'in charge', hell in LJ fandom we had a term for this: BNF which stood for Big Name Fan and they would often run comms and thus run the fandoms on those comms and god forbid you got on their bad side.

I've managed to find small spaces in mid-sized fandoms that are chill and welcoming, but it takes some hunting and trial and error. There's also no harm in being a lurker and squeeing to yourself, I did that for years.

Sadly it’s always been like that. But I think the journal format of fandom from 20 years ago made it easier for the regular fans to find each other and stay off the radar of the BNFs and their sycophants. There’s no real way to participate in fandom now without risking getting noticed by those people.

I'm going to need to see an example of this.

The Bleach ship wars were intense and nasty. I shipped Ichigo/Rukia myself but I didn't bother anyone else with a differing opinion, because it's really not serious, but the only IchiRuki comm that existed was filled with constant, nasty posts about rival ships and how the people that were into them were awful people. I didn't even last a day on that comm before leaving and I know it turned into full on harassment wars in other parts of the internet.
