That's too few most of the time.

IMO, tags should at minimum include the characters, ships (if applicable), and major themes/tropes that appear in the story. In most cases, that's going to take you beyond four, but probably won't get up to ten, maybe 15 at most. As discussed above, fics that are either explicit or feature explicit bits should generally have a few more than that, as readers want to know what sex acts and kinks they're going to run into.

The only cases where I could see four or fewer tags being reasonable are single character studies.
