My beef with this is that it presumes noncon and rape are the same thing when they are not.

Something can be both noncon and rape. If a fic contains rape then it's usually noncon. But not always, it can be dubcon too.

A fic can contain noncon events and interactions that aren't rape though and if it does I'd sure would hope it's tagged with noncon but not with rape if no rape is in the fic.

Con noncon I would err on the side of caution and tag both just in case.

But they're not interchangeable tags to me, they're ones that are often but not always together. Assuming from the start that they're the same thing is the error.
