Where in the world are you getting those prices from? I'm part of a couple of small organizations that have basic websites. One is through Google's free service, so it cost $0.00 for us to set it up, and $0.00 for us to maintain it. The other is a whopping $96/year to maintain.

There is no reason for a small business to spend $45,000 a year on a website that lists their hours, address, and phone number. It is surely costing this restaurant more money to pay for an online ordering system that doesn't work right than it would be for them to post a picture of their menu and prompt customers to call in.
