Really? I mean, I can see playing that up for fun and teh lulz, but he never came off that way to me. A man who enjoyed himself, loved women and a good time, sure. But a highly capable officer and IIRC canonically one who could've/should've been captain of his own ship at some point, but remained on the Enterprise because he wanted to.
