Your theory reminds me of this character in an anime I was watching. There was a guy who was nothing but a silent background character for a few eps but suddenly became majorly important later on. He got such a massive update on the looks scale that he could have been an entirely different character wearing the same clothes.

I feel exactly the same, OP. It's not just because he has a pretty face - Mido was handsome too and yet there's nothing too appealing about him, in my opinion. Reiji is very intelligent and, according to the mangakas, he was the only one who could have made it to the top without Yotsuba Kira. He's also the only Leo in the entire cast, which makes him even more special (at least for me).
