If Rey hadn't been a Jedi then maybe, but since she was all she'd have to do it get within spitting distance of him and he'd be dead. So they would have run into the issue of needing to artificially keep him alive to have any story, which would have made the movies just as a bad in a different way. So nah, I don't see it.

In this universe someone who can murk the non-powered dude giving them orders would just kill the dude giving the orders. There's no threat and no stakes about just some guy.

Isn't that basically what happened to him in the original EU? He was assassinated by his loyal minions after they decided not to remain minions anymore? Or something like that.

but they weren't jedi. The one who killed him was loyal until the species found out Thrawn and Vader before him had not only been lying to them about helping them but actually hurting their world even further in order to keep them loyal. And they only managed to find that out through a series of coincidences that Thrawn couldn't have predicted.

Iirc, at some point, Thrawn had several force-negating lizard things as pets so they did think of that.

They'd have to find some way to keep him at a distance from her. He'd have to be a clever puppetmaster, pulling the strings behind someone like Kylo and using them as a meat shield.
