IMHO, the Twelve Kingdom's world leaves a lot to play around with. Just because the last queen of Kei caused everything to go downhill because of her love for Keiki doesn't mean ALL ruler/kirin relationships end like that. What if the love is mutual? If they have a relationship, so long as they don't neglect the kingdom, is it acceptable? I think in the actual canon, though, kirin are meant to be purely asexual.
But it's fun to play around with theories and "what ifs" for kicks. That's what fandoms do, after all!
