I think it's because they're not super well linked. Like you play the base game of HL2 and it's clear they were retroactively grafting continuity onto the first game which is a really well done one off adventure. I like HL2 but I think it's better to think of it as its own standalone continuity where Gordon is a shared character between the universes. It's hard to think of the first HL game as the start of a series because it was so clearly a one off with a vague ending.
