That is Tender Touch, which is usually what keeps embroidery from being scratchy. You can safely remove it and it won’t mess up the embroidery. It looks like they just basted it on the edges and you can probably just peel it up. If not, you can run a warm iron (on like setting 2 of 5) over where it’s ironed on and that should loosen it. Failing that, I’d get a small pair of sharp scissors and cut it out leaving just where it’s basted down, then run it through the laundry. The stuck on part will fail sooner rather than later.
