Are you the only foster in the area? If this fostering is through a rescue or something, tell them flat out you CANNOT take the cat back. It sucks so much for this poor wee thing, but your house is obviously not a good fit for it.
There have to be other fosters out there.

I did respond to the email explaining (as kindly as possible) that my home isn't the right environment for him, and the rescue group's response was basically "tough shit, figure it out on your own". 9_9 The one silver lining here is that my roommate and friends have been very supportive of my angry blubbering all afternoon/evening and offered to help out with this as much as they can.

Wow, that is...so very uncool of them. Not putting the cat first at all.
I'm glad your friends are supportive. Poor kitty - not his fault!
Good luck, I hope you can find a way to cope with him. Maybe your vet would have a suggestion?
