I came across this early 90s manga. The back cover said:

"The erotically charged saga of political corruption, the yakuza crime syndicate and two handsome, ruthless men"

I was very disappointed to discover it wasn't yaoi!

The whole, "from the 90's" thing really should have tipped you off there OP. Still, that sounds super gay and totally up my alley. Were the characters super shippable at least?
