(and if you think people wont fuck up the cis tag too then that might be some naivety on your part as well)
Simply, I don't believe tagging a character cis is either practical nor available for most series/parings. Regardless of its relevancy. In part my list of AU's meant to suggest that. (in a terrible, roundabout sort of way)
I think you're too focused on the specific. That "surprise vagina" will pop out like a jack in the box in any and all fic you might read, and to be perfectly honest, I've never actually had this happen to me. So I don't have that personal attachment to be so fed up with it. (and I only read m/m so I think I would notice)
But I can imagine what that's like. It sucks. It can even feel like a stab in the back at times, I'm sure.
Tagging cis isn't the solution though. There are characters who are alien, magical, ghosts, androids, demons, and every combination we can imagine. Their anatomy is not defined by cis. They can be humanoid male or female, work the same sexually as human men or woman do, but they are not cis. The gross array of monster/alien/animal dicks/vaginas/in between/lack of are surprisingly vast even. Canon or not. There is no such thing as cis!Spock wither he has a normal human dick or a cloistered giant tentacle with suction cups attached.
There is also the reason people use what tags they do/the basics of what you do or do not tag in the first place.
One of my favourite parings is a spirit/human. The spirit possesses a host through most of the series and therefore shares his image more often than not. I've come across the host being seen as trans. One of my favourite fics for them had only the mention that their host didn't wear the band across his chest anymore. It wasn't relevant so it wasn't tagged. There was no "surprise vagina" but that doesn't mean he was cis either.
This could also be said for any trans character who has had full surgery. They are not cis, but have dicks all the same, and unless the author wants to go into their transition or reference it with any importance/make a point of it apart from an offhand remark, then it it has no reason to be tagged.
I completely understand what you're saying, but I just don't believe it'll catch on, solve anything, or be anything but redundant. I'm sorry.
