My thoughts exactly, occasional splurging is fine, but the daily habit is where the sore spot is.

I sometimes get single-serve iced coffees, flavored sodas, teas, smoothies and whatnot at the store. They tend to be around $3-5 each. If OP's partner is getting the adequate amount of fluid each day, that would probably be at least 4 daily.

That really adds up. I can see where OP might be stressed or even annoyed, especially if the partner is spending at a rate that OP isn't able to spend at for their fun money (e.g., partner budgets it as a necessary expense, giving themself both regular fun money and the drinks).
