They're a Ditto and Dittos aren't known for being perfect 1-1 copies.

I got the impression it was like post-apocalyptic Animal Crossing. Looking it up, apparently the closest mechanical match is Dragon Quest Builders.

No it's more like animal crossing meets minecraft. It's set in a post-apocalyptic future where humans have abandoned the Pokemon world and Ditto has to go around creating environments and rebuilding infrastructure for their fellow Pokemon to inhabit in the hopes that it will bring the humans back too.
