I think somebody in the complex left their puppy? kitten? all by itself and it's been crying for about an hour. :(

I'm not going to assume what the situation is but I seriously hope it's not one of those people who just treats pets like toys.

We used to have an upstairs neighbor who had a dog that howled whenever it was left alone. They went away on a long weekend...without the dog. Didn't get a whole lot of sleep due to the howling, and reported their asses. They moved out very quickly.

That's sad. Unfortunately, a lot of people get a kitten or a puppy and haven't the slightest clue about how much work they can be. They only wanted the fun parts of cute snuggling and social media pics.

There's a dog on the corner of our street whose owners seem to never be home and it howls when it starts getting dark and they're not back from work. I'm sad for it but I don't blame it, I blame the owners for not at the very least getting someone to look after it.

It's one of the reasons why I haven't adopted again since my cat died in November last year - I'm not home often enough and I wouldn't want to put an animal in that situation.
