I'm not sure if I agree with that, because my first exposure to the show was repeats of (colour episodes of) the classic series in my early childhood so pretty much Three through Seven got me into the show! I never felt one particular Doctor made me a fan, I think it was the concept in general.

But I understand my way of getting into it was during a time the show wasn't active so it might be different for people who only started with the 2005 series.

YANA BB. I started watching B&W William Hartnell @ 2am on a border station Saturday nights, and that took me right up through Five. I watched most of Six's run when it aired on PBS, but I don't recall much of it, except for the revelation of the Valeyard, which I wonder to this day if we're ever going to see resolution of...but that's just me. I then started moving out into the world and on with my life, and I lost track, with the exception of a few episodes of Seven here and there.

(I watched the movie but don't consider Eight canon, reboot notwithstanding.)

Nine was fun and epic and everything DW was, with better SFX. Ten, meh, it was OK at first, but "oh the humanity" really started grating on the end.

The alien-ness is what makes him the Doctor IMO. Once you lose that, it's pretty much space opera, and not even very good space opera at that. Three and Four will always be "my" Doctors (Four wins over the rest), with helpings of Five, Seven, and Six, in that order. If Eccleston had been willing to go for as long a run as Three or Four, then yeah, it might have been a new and improved DW.

But as it is, I was just kind of "Meh," right up until Last of the Timelords (which I only saw the last half-hour of, but that's all I needed to see, to get the plot). I did watch Waters of Mars recently, but I just couldn't keep my attention on it, I just couldn't get into it and I don't know why.
