Because you're a foreigner, people will assume you don't speak Japanese, and will be shocked if you speak any at all. So on that front, you'll speak more than they expect you to - but obviously you can't have in-depth conversations.
There are anime nerds roaming Akihabara, of course (Nakano Broadway at Nakano Station on the Chuo line is good too) but they're not easy to approach and become BFFs with or anything. Akihabara is basically a shopping district: it's hard to find events to meet people at. I would go online and find some sort of cosplay meetups if you're looking to meet more cosplayers/nerds....
Also, anime nerds are, unfortunately, much more alienated there than America or Europe D: Or rather, hardcore nerds are. If you're set on finding others, I'd suggest letting people know about the more widely-known anime/manga you like first; if you tell someone you like One Piece, Naruto, or Doraemon, they will probably be pleasantly surprised rather than disgusted, since everyone at least knows about those.
You just have to remember: People are people, no matter where you go! Be respectful and people will respect you (hopefully). :D
