I don't think even someone with a Ph.D in Psychiatry can accurately diagnose a character effictively

They can try, but psychiatrists diagnose people in sessions for a reason.

However their word would be more accurate than the person whose brother has Aspergers or whatever.

Aspergers is a functional form of Autism in which a person has trouble recognizing facial expressions, body language, tone, etc of other people and their eyes do not focus on people's faces but instead get distracted by other things. These people are characterized by being shy and socially awkward but that's because they cannot interpret body language and things like jokes and sarcasm well. Like many mental illnesses Asperger's does have a genetic component and there are differences in brain structure.

Heck, even if a psychiatrist could easily diagnose a character with Asperger's, that character would have to be written with it correctly in the first place. And most writers don't know much psychology.

Yeah, I agree with that. The book "The curious incident of the dog in the night" is a good example of writing a character with Autism/Aspergers.
