Kojiro/James and Musashi/Jessie were unique with their custom-made white uniforms that reflected their nature as free spirits, even within their own organization. So, I could understand the outrage, but their uniforms are actually of a lighter tone than the black uniforms worn by other Rockets, so they're still lighter. ^^;;
It is a redesign, but it doesn't show in that tiny picture. Their eyes are drawn differently and the shading is that more modernized "halo" shape rather than the streaks they used to be. It's all to update the art style, which looks very old by today's standard. ^^;;
TL;DR: The white uniforms made them unique even among anime Rockets. They're still wearing different shades, but now closer to the norm. I am a Rocket fan who talks too much. >x<;

I remember them being in white when I watched the show way back in the day, but I could still comprehend that they were supposed to be 'bad guys' because 'good guys' and 'bad guys' stopped needing to be color coded about the time I was 5.
I think it's gotten to the point where people will still recognize them as their comic-relief/unique amongst anime Rockets because... they've been around for how damn long now? Just because you actually put someone in a uniform doesn't mean they lose their individuality completely.
