It's just a loli manga, not a metaphor for Italy. I'm pretty sure the idea of placing it in Italy went "ooh, VIOLINS! MUSIC!" and that was about it.

I am almost 90% sure the location was picked for its aesthetic qualities by the original author. It lent a lot to the atmosphere of the show. They probably didn't really care about how italy *actually* functioned.

If they thought zimbabwe would have made a prettier setting they would have gone with that too.

What the posters above said, and the same probably goes for tons of other manga set in unrealistic Japans, Americas, Frances, Germanys or what have you. But, as an Italian (a fellow Italian, anon?), I have to say that I agree with this secret so much...

I sat and watched a few episodes of the anime pretty recently. It seems interesting, but I don't know if I could get into it, slightly for the reasons you mentioned. But I think I'm going to give it another chance.

The fantastic OP certainly helped my decision, of course.
