I wouldn't call all the changes they underwent character development myself- in fact in some ways Harry didn't change -enough- Harry never learned anything much and even regressed a little from some of his development, being told torture is A-OK! Because he's the hero.

He never really learned to think much for himself when the heroes journey usually involves learning to think for themselves eventually and make their own plans. Unfortunatly with Dumbledore and Hermione on the wings, he never really had to do this. And so he didn't.
