You don't have to worldbuild if you set an original fic in the real world, either. I mean, you need to describe the specific place it's set in but most fanfics benefit from that too, and there's no need to create a location from scratch if there's a suitable real one you could use.

Not all original fic is created out of nothing, strictly speaking; some writers base characters on people they know, or write what amounts to historical RPF. I get the distinction you're trying to make but there's a huge range of use of creativity within both fanfic and OF.

I'm in the middle of writing a fic right now where basically one canon character falls into a parallel universe of my own creation. I have to do a heck of a lot of worldbuilding, there, and it's pretty slim on canon characters.

But I agree with athenemiranda, a lot of original fiction, by being based in our world, is able to do away with some worldbuilding. True, our world is much vaster than fictional worlds and more complex, but you still can get a particular setting which pares it down for you.
I still think there is something a bit easier about fanfiction, but more in terms of the audience and ability to play around with silly things, which is made possible by everybody already knowing the charactesrs.
