I think it was more a matter of fitting the game onto the disc, which led to the bad and inconsistent graphics. I mean, the rest of the world looked amazing and there are some really well-rendered towns and locations. It's just the character graphics that look dreadful.
Sure, there are games of that era that look great, but they're not even close to the large scale that FFVII was.
