Unless someone was deliberately trolling or mocking your prompt, I still think it's extremely bad form to not leave some kind of thanks. There are a lot of reasons why someone's fic might not be a masterpiece--second-language issues (and a beta can't edit everything), youth or newness to writing, or just plain lack of talent. And just because someone did a poor job, it doesn't mean they didn't try. And even if it doesn't seem like they tried that hard, they still attempted SOMETHING, and that's better than the big fat nothing than you might have received. So be the bigger person and drop a simple "thank you" in the comment box.
