Tron's totally cgi -- no actor, he has no speaking lines, and he only shows up for brief fight scenes during which he has the personality of a toaster. His sole distinguishing feature is that he has two disks instead of one. He doesn't even resemble the original Tron. If the other characters didn't name him, he'd be Mook #1.
