Is that actually Usagi? She looks alot like Sailor Venus in this picture.

It's definitely Usagi, you can see one of her hair buns. Her and Minako do tend to look similar in some manga pictures, though.

As anon said, it's Usagi. They often look similar in the manga, especially if Usagi's hair is un-bunned, but I find an easy way to tell them apart is the bangs. Usagi's are parted down the middle so they flop to either side, and Minako's just lie straight down on her forehead. :3
