While in fanfic it's more common to see these phrases used copiously, I think if you're comfortable and confident in your style and the story, then these phrases could work. But I think they'd need to be specific, consistent, and relevant to the story. Like if you have Andrew the butcher, if the story is meant to sound like we're taking a peek into his life but there's a distance between us and Andrew, it would be interesting to refer to him as "the butcher," since it emphasizes that distance. Similarly, if you want to make us closer to him, he can be referred to as "Andrew," since like someone up thread mentioned, using his actual name would make us feel closer to him, as names are so personal.

But I think if you were to call him "the butcher," it'd be best to call him just that, not "the brown haired man," since anyone can have brown hair, but not just anyone is a butcher. Andrew being a butcher would be identifiable to him, which is probably what makes these phrases so annoying when they are as trivial as "the brown haired man." If the phrases are used to characterize further, then where's the harm, right?

That's my take on the subject, though I admit if an author is placing that kind of thought into it, overall their writing would probably be pretty strong to begin with, so it probably won't be all that aggravating a thing to see in their story. :/
