No. It shouldn't.
The porn cut seemingly is reserved for people who are are wearing less clothing than they could legally have on in public or having sex, which you also cannot legally do in public.

A girl could not walk outside legally dressed like that unless she added some sort of bra/top to the outfit.

Regardless of if that's fair or not isn't the question. It just doesn't fit under the porn cut.

(I'm using US laws as my basis here because I honestly don't know about indecency laws in other countries. Also technically a woman can walk outside in public topless at least in NY and I don't think topless woman belong under the porn cut but that's just me. I don't know about other states though so I threw in the bit about a woman needing a top.)

I heard of an American tourist who came up here during the summer where lots of girls strutted around half-naked. She flipped demanding the girls stop. They ignored her while her sons ogled all the pretty ladies. There's a full story as to when this whole women are allowed to bear their boobies…but I'd have to find it and well…laziness…

Ummm.... as far as I'm aware, going topless is not legal in Canada. It is, however, legal in the provinces of Ontario, BC and Manitoba.

which as I recall are parts of Canada, still you may be right in the whole 'not legal everywhere in Canada' thing. That I would have to look up. All I know is if it became an issue it would quickly become legal since…you know discrimination is generally looked down on with harsh glares here (to the point where it's ridiculous, honestly)

Legal in Canada means legal federally, which it clearly isn't.

And, idk, from what I've read, there's this Saskatchewan woman who was arrested and charged for going topless in Wascana (hopefully not the lake - as a Reginan who accidentally took a little swim in that lake, I can assure you that it's disgusting) in 2000, so it's a no go in my province, at least.
