The books are way convoluted, but I always took that hand in hand with the slapstick. I read the books after seeing the first two movies, and assumed that some over the topness was just part of the intended ride. Aside from giving Harry as much reason to hate muggles as any of the bad guys, I came to think that was part of the point of the Dursleys. They're there to announce that the books are often very, very silly.
