I think motive is the difference. Snape did the things he did to protect Harry out of love for Lily- which outweighed his hatred for James even as he punished Harry for looking like his father.

Petunia's hatred of magic is born of jealousy, her deeds dictated by the fear of Dumbledore. IMO, that's what makes the difference between Snape and Petunia. Take away Dumbledore's intimidation, and I think Snape could be reasoned with do protect Harry for Lily's sake. Petunia would have turned her back in a red hot minute. That's what makes Snape- already a tragic figure- better than Petunia.

I have trouble believing that Petunia was working entirely out of fear. If that was all that was holding her back, she probably would've fought harder against Dumbledore. I agree that some of her motivation was fear, but I think she was also partially trying to make things up to Lily in the same way that Snape was.

Would you really think it was Dumbledore's intimidation that caused her to take Harry in from the start? Because she didn't have a private meeting with him, it was just Harry on the doorstep and a note. And with the second note, I felt like it was more about the embarrassment of Dumbledore knowing she'd written that letter rather than fear from his magic specifically.

I don't think that Dumbledore intimidated Petunia. He asked for her help. Of course he knew that his request would play on her sense of duty. He knew that it would be very hard for any woman, especially a mother, to turn away a baby, especially your nephew, no matter what you felt about the parents. And the Dursleys cared a lot about what the neighbors thought about them. We see it in the pristine yard and Petunia worried about what the neighbors would think if they chucked Harry out the door.

I've always tended to believe that Petunia's jealousy was born out of love just as Snape's was, though. She loved Lily and was jealous of magic not just because she didn't have it, but because it took Lily away from her and made them different.

As for her motivations for raising Harry, that's very debatable. I'd like to believe that it wasn't entirely because of Dumbledore's intimidation and that she would have done it anyway, but there's not really any way to know for sure.
