c) as per Aang learning fire- earthbending, the consequence of the mindset needed to master all four elements.
Aang had learn to be steady and fierce when needed, in contrast to his personality - exactly what Korra is to him, according to the creators.
Appearance-wise the character design is always going to be similar to some extent, and Water Tribe members had common physical traits in the original series.
The idea that the new Avatar's personality combines features of two opposing bending disciplines fits well with what the original series concluded with - the connections between all four and how they can work together. It's perhaps a rather too appropriate choice (and I'm willing to bet Zutara had a little to do with it), but it works.
Now if we can have some characterisation on top of this 'fiery waterbender' image... But, given who we're talking about, I doubt that's going to be much of a problem.
(And personally I like to think that part of the Avatar's existence as the spirit of the planet is their human individuality with respect to their past lives - so, while some friendships transcend lifetimes (or however Roku puts it) Avatars are not blood-relations to any extent. But that's just personal fanon.)
