You can't transfer over YOUR Pokemon before you beat the main story, yes. However, once you do beat the main story, you can catch Pokemon species that were available in other games, and you can move old Pokemon over. You can also trade those Pokemon with other people.

So if you just got the game but your friend already beat it, you can get them to catch you Pokemon from after the main story, or give you their old Pokemon from other games (or the spawn of their other Pokemon, if they breed them.) What the OP is describing is possible (and annoying, if you're the one that beat the game using just Unova Pokemon and your friends are bugging you to give them your Pokemon.)
