Originally the fact that he was the writer of the show was supposed to be kept secret, but it was leaked out--so instead, he tweeted stuff about how he was hoping to create a "heartwarming" show for the viewers. When asked about Kyubey, he tweeted "If things have gone according to my plan, viewers will soon be captured by Kyuubey's cuteness and unfair suspicion against him will be no more. They should stop bringing up my past already!" When a blog tweeted a mention of him as being a writer who's works were 'blood-splattered", he tweeted back "what an accusation! [...] We still haven't shown even a single scene with bloodshed!" This was RIGHT BEFORE episode 3 aired.
After episode 3 aired, he admitted that he'd been trying to act as though Madoka was different from his previous work because "the director still wanted to surprise the viewers," so he put on this "wholesome" act in an attempt to do damage control for the staff list being leaked.
It was pretty clear they were trying to hide the true nature of the show in the beginning, too. ALL of the advertising tried to make the show look like a normal, cutesy magical girl show. The opening theme matches what you'd expect from a magical girl show airing at late night--cute, some brief loli fanservice, etc. In comparison, the ending theme (which is much darker) wasn't fully revealed until episode 3.
I'm not saying that the show is there for shock value without substance and NOTHING ELSE, but it's something of a response to cutesy moe magical girl escapist fanservicey shows for otaku. Sort of like how Eva was a response to hotblooded mecha shows. I don't think the shock value is there just for...the sake of it, like the Saw films. It's more there to make a statement about the genre, like say...Watchmen to comic books.
But yes, they were intending to shock. They did NOT want the fans watching to realize the show wasn't going to be the typical moe magical girl show going into it, it was meant to be a surprise that it was as dark as it was.
And sorry if I come across as forceful. ^^; I personally really like stuff that doesn't allow the viewer to be passive and screws around with genre conventions and tries to shake the viewer, and I really believe that the show's impact would be lessened if it didn't try to surprise people. So for me, part of the draw is the fact that the show managed to shock otaku who were lulled into believing this was the same as most of the shows on the market aimed toward them. I think the medium was sort of needing a jolt like that.
